Tomas Chmelik graduated from the University of Economics in Prague. He achieved Ph.D. in 2010 at the Czech Technical University, Faculty of Electrical Engineering, Dept. of Economics, Management and Humanities. Since 1999 he has worked for the Ministry of Environment of the Czech Republic as an expert in the Unit of Economic Instruments, dealing with issues of economic instruments used in water, waste and the air quality sector. In 2003 he became Head of newly established Climate Change Unit and his responsibilities included covering the EU ETS implementation and drafting first national allocation plan including its negotiation with the European Commission. Tomas left the Ministry of Environment in 2006 and joined Czech utility company CEZ, where he currently works as a Head of Clean Technologies department, being responsible, among others, also for the CEZ e-mobility pilot project.
